The Caisse Primaire d’Assurance Maladie / Health insurance scheme

International students from an EU/EEA Member State or Switzerland

You are covered by your European Health Insurance Card (EHIC), so you are not obliged to register with the French health insurance scheme (CPAM) in your place of residence.

International students from countries outside the EU/EEA and Switzerland AND registering for the first time

You must take the necessary steps and register on the dedicated etudiant-etranger.ameli.fr website.
IMPORTANT: This procedure is free of charge and essential if you are to be protected and reimbursed for medical expenses in the event of illness or accident.

Carte vitale

Carte vitale

You will receive a form to complete and return in order to request your carte vitale. However, before you can apply for your carte vitale, you will need to wait until you receive your definitive social security registration certificate.

Once you have received your final certificate of enrolment, your “étudiant-étranger” account will be closed and transferred to the CPAM du Rhône. You will then need to create an account at www.ameli.fr. Your login details will be sent to you by post. On this site, you can order your carte vitale and track your reimbursements.

Steps for registering with the Social Security system (CPAM)

1. Register on etudiant-etranger.ameli.fr

  • All new registrations must be made online via a dedicated website available in French, English and Spanish: https: //etudiant-etranger.ameli.fr/#/.
  • Please fill in the required information:
    • Name
    • date of birth;
    • country of birth;
    • e-mail address
    • date of commencement of health insurance cover (date of commencement of schooling at your school in France).

2. Upload the required documents

  • Passport / national identity card
  • Your visa validation certificate
  • School certificate
  • IBAN (international bank account number) or bank statement (RIB) for your reimbursements
  • A civil status document. The following civil status documents are accepted:
    • a full copy of your birth certificate
    • a birth certificate showing your parents’ details (or any other document issued by a consulate),
    • the family record book,
    • a marriage certificate.

3. Go to your personal account on ameli.fr or via the app (once you have received your social security number).

  • On your personal account, you will receive a temporary social security number while your registration is being processed.
  • Once your file has been examined, and if everything is complete, you will receive your social security affiliation certificate.
  • You can now order your Vitale card and manage your reimbursements online or via the Ameli app.

4. Declare a GP at your first appointment

If you do not declare an attending doctor, you will only be reimbursed for 30% of your medical expenses.

  • Your GP is your referral doctor, who will centralise your medical records (test results, diagnoses, treatments, etc.).
  • To choose a preferred doctor, you need to ask a doctor if he or she is willing to become your preferred doctor: he or she will make the request electronically or give you a form to send to the health insurance company.

Making an appointment with a GP

You can take a copy of your entitlement certificate (downloadable from your etudiant-etranger.ameli.fr account ) to your medical appointments. You have two options:

  • Or the doctor bills the CPAM directly, using your provisional social security number to identify you, and you will only have to pay the remainder (if you do not have a mutuelle).
  • Or they can give you a treatment form and an invoice (keep the invoice!), which you can then submit on your personal “ameli-etranger.fr” space. The CPAM will then reimburse your healthcare costs.

FAQ

What is the Carte Vitale?

The Carte Vitale is a free card with your national insurance number, giving you easy access to healthcare and direct reimbursement. Health insurance reimburses 70% of healthcare costs.

I don’t have a Carte Vitale yet. Can I be reimbursed for my medical expenses?

Yes, if you have registered with the CPAM (Ameli) without a carte vitale, you can still be reimbursed. However, you must pay the full price of the consultation in advance, and the reimbursement is made a few days or weeks later. The doctor will give you a treatment form, which you should send by post to : CPAM du Rhône – 69007 LYON cedex 20

What is a treating doctor?

Your general practitioner is your doctor of reference, who will centralise your medical records (test results, diagnoses, treatments, etc.). In most cases, he or she is a general practitioner who works in a surgery, hospital or health centre.Unless there are exceptional circumstances, this is the doctor you should see first to ensure that you comply with the coordinated healthcare pathway (see below).To choose a preferred doctor, you need to ask a doctor if he or she agrees to become your preferred doctor: they will either make the request electronically or give you a form to send to the Assurance maladie. It’s as simple as that – but don’t forget that doctors are in great demand: they don’t have to accept if they already have too many patients.

What should I do if I need specific care that a GP cannot provide?

You must first consult your GP. If you consult a specialist without a prescription from your GP, you will not be reimbursed for your medical expenses.
There are exceptions, however: gynaecologists, ophthalmologists, stomatologists and psychiatrists (if you are aged between 16 and 25) can be consulted directly.
Before making an appointment with a specialist, don’t forget to ask whether a prescription is required for reimbursement. If the answer is yes, contact your doctor.

How much does a doctor’s appointment cost in France?

€25, but if you have all the right insurance, you will only pay €1!
– The CPAM reimburses €17.5
– If you have a complementary mutual insurance company, it will reimburse €7.5
– You only have to pay €1.

Please note: some doctors charge higher consultation fees – depending on their speciality and sector of activity (sector 1 or 2), but the Assurance maladie reimburses a fixed part of €17.5: you may therefore have to pay more.
– a sector 1 doctor charges the basic health insurance rate: there are no extra fees
– a sector 2 doctor may charge extra (this is often the case for gynaecologists, ophthalmologists, etc.): these fees will not be reimbursed by the health insurance scheme.

Mutual or supplementary health insurance

Mutual health insurance supplements social security. Although membership of a complementary health insurance scheme is optional, we strongly recommend it, particularly to cover costs not covered by compulsory health insurance. We advise you to choose a mutual insurance company that meets your specific needs, depending on your health situation and your budget.

The Doctolib platform

Doctolib is an online service that makes it easier to book medical appointments. It is used by patients and healthcare professionals in France. To use this platform, follow these steps:

  1. Create an account
  2. Make an appointment
    You can make an appointment with a doctor or a healthcare establishment. Here’s how to do it:
    • Search for a professional
      Use the search engine to find a doctor or an establishment. You can enter the medical speciality of your consultation or the name of a doctor or establishment you know.You can also filter the results according to the languages spoken by the doctor.
    • Choose an appointment
      A list of results will be displayed. Select the doctor or establishment of your choice and book an appointment.

Please note: Some doctors may have specific criteria for accepting patients. Make sure you read them carefully before confirming your appointment.

Le 102, University of Lyon Health Centre

The 102 service offers mental health support to students in the Lyon academy, with the aim of providing a personalised response to each student’s needs. This support can take several forms:

  • Preventive measures such as individual interviews and group workshops
  • Follow-up consultations with doctors, a psychologist and a nurse
  • If necessary, referral to other specialist facilities for more appropriate follow-up (psychiatry or long-term care).

The medical team at 102 is made up of general practitioners, a nurse, a psychologist and a psychiatrist. They all work together to provide mental health care, regardless of their speciality.
